KD Knight says Lisa Hanna has no criminal charges to answer

lisa-hanna-photo-1.jpgKD Knight, the legal luminary for, Member of Parliament St Ann Lisa Hanna, says she has no criminal charges to answer in regards to a probe carried out bu the Office of the Contractor General (OCG).

The OCG conducted a probe into the award of contracts by the Office of the St Ann South East MP. The report was tabled in parliament on November 21.

The report follows investigations by the OCG into allegations of acts of impropriety, irregularity and corruption at the office of the Member of Parliament for South East St. Ann and in the award of certain contracts by the St. Ann Municipal Corporation.

Mr Knight says after perusing the document he sees nothing for which the DPP could lay charges.

The OCG says a copy of the report has been submitted to the DPP for investigation regarding breaches of public sector procurement procedures and the attendant regulations.

The OCG says it wants the DPP to make a determination as to whether the actions of the accounting and accountable officers of the St. Ann Municipal Corporation in authorizing and disbursing payments to a named contractor in the amount of 285 thousand dollars, which was awarded by the Corporation was in breach of the Financial Administration and Audit Act.

According the OCG, the payment was done without the requisite verification of the satisfactory completion of work.

The DPP is also being called upon to determine whether the actions of the St. Ann Municipal Corporation, in preparing documentation which gave the impression that the complete scope of works had been executed by the contract awardee, while having knowledge of the contrary, amounts to an act of fraudulent misrepresentation.

Additionally, the DPP is being asked to determine whether the actions of Lisa Hanna in making recommendations for the award of contracts to twelve persons affiliated and/or associated with the People's National Party give rise to a conflict of interest.
